[attr="class","staffbody"] [attr="class","staffheadimg"] IN THE GREAT HALL...[attr="class","staffpara"] The Great Hall looms large and hollow -- despite the exterior of the building's modern makeover, the interior has been left intact. An interesting architectural choice, no doubt, but like many buildings in the Downtown area, it was likely made to preserve the power of the enchantments on the inside. Ancient runic languages are vaguely visible on the old marble interiors, especially when the daylight from the sunroof hits them at just the right angle. This place is sacred, and the hushed silence of it is enough to command respect.
[break][break] The chairs, all tall and distinguished from each other, are worked into the ground. Three permanent seats -- for Pegasus, Cerberus, and Sybaris. Two rotating coven seats for Delphi's lesser-known covens. And the remaining eight for other elected representatives, coveted positions typically filled by experienced lawmakers, revered witches, or the most charismatic young politicians in Salem. You see a mix of each at the seats, although the Pegasus one is still empty. Huh. You find your designated seat next to your coven leaders, and also find that the seats are just as uncomfortable as they look. [break][break] "Welcome to the Great Hall. We now begin our council meeting. But first, let be known that this meeting is being shadowed. Young witches taking part in the Emerging Leaders program, speak now and let your presence be known to those in attendance." [break][break] Okay, you've been told more or less what to expect: you're going to have to introduce yourself, your coven affiliations, and a bit about yourself. Whatever you think is socially acceptable at the Great Hall.

It felt weird to be in this hallowed place, far from hallowed as he was and could be; the neatly elegant lines of his dressy-formal wear and the boring, neat lay of his hair do nothing to make him feel like anything but an imposter.
And he's definitely not comfortable. Not with some of Cerberus' best so close by. Still —
Miette wears a polite smile, and sits straight and proper in his seat, because this is hardly the worst situation he's had to act good in.
"Hey." A slight dip of his head, a slow shifting of his pale gaze towards anyone willing to meet it, and he continues on in this cordial, almost-sweet tone: "I'm Finch. I work in Sybaris as an accountant."
It's bullshit, of course. But they don't know that.
"I hope the meeting is conducive for everyone."
Then he laces his hands together on the table, and...waits. That was a good intro. To the point. Very cheery.
(And Miyavi, of course, groans in his skull. She wishes they were elsewhere.)

His footsteps follow your escort’s, closely behind stiff as a board. The muscles in his shoulders were already tense. The meeting wasn’t something as formal as a gala, but his clothes were still pristine and perfectly tailored to his body. The stylist had forgone a jacket for something a little more eccentric as he’d put it. Since he’d complained so much of the suit jackets, they’d forgone one for a simple double breast vest and white shirt, the sleeves poofing out a little at the wrists. Sleeve garters held the fabric close at your bicep, and the tell-tale crest of the Emerson family was pinned at your neck like a dog tag. It very well might have been. The heirloom was old, and heavy, but it served as a sort of endorsement from the matriarch.
Aiden Emerson, at his core, was still a slumling. Authority put him at unease, and it seemed like he was walking into the highest of them all. Something he would have never done, had it not been for his patron demanding it so. The hallowed halls have an intense pressure, and part of him can understand it’s not just from the reputation of the place. He went to his seat wordless, eyes flicking around the room as he took in everyone present. He felt nervous. More nervous than having a knife pulled on you in an alley. Gods, he almost preferred that right now. The etiquette that had been drilled into him, the practiced speech that he’d recited dozens of times in his room, it all faded away. He blanked when the attention was deferred to the Emerging Leaders. Leader of what? He’d been in the coven for a little more than two months. He wasn’t even sure he knew his fellow peers very well, much less had a capability to lead.
But whatever. This is just some anxiety-inducing extracurricular activity. Fuck you, mitra van laar . They were older, they should’ve been here. As the other initiate introduced themselves, Aiden began to focus, preparing his own introduction simultaneously. He clocked the other witch, blinking in surprise as he recognized them form the sledding event. They’d spoken briefly but he hadn’t exchanged a name. At least, if he had he couldn’t even remember. ‘Aiden, it’s your turn to speak.’ McKenna reminded gently. The ginger dug his fingers into the chair as he steeled himself. Don’t fuck this up. This cannot end like your apology to milo tremerie .
“G-Good afternoon high council.” He began stumbling over himself in the beginning as his familiar whispered something soothing in the back of his mind. “My name is Aiden Emerson, the new heir apparent.” his mouth felt so dry. “Currently, I work as an initiate joining my superiors on patrol missions around Delphi while pursuing higher education. I look forward to learning from the high council.” At some point, instead of looking at others his eyes had glazed over as his attention dipped down to look at their throats instead, trying to ignore a sentient creature was listening to him spout some bullshit. He couldn’t let the embarrassment get the better of him.

Each chair sits on a small, elevated platform. Each one is carved out of stone and earth, like a throne in its permanence. [break][break] A brat from Tartarus with a permanent seat on the Council of Delphi? [break][break] What's the point if he doesn't act the part?[break][break] Dmitri sits like he is making the most of the space offered to him -- with his leds spread out and his arms lounging on the arm rests of the seat. It almost makes the cool marble look comfortable if only for the way he appears to belong on it, lounge on it. He looks unphased, especially for a man the council just voted against.[break][break] There is a faint wry smile on his lips when he sees the Cerberus delegation walk in. [break][break] "Hi, Cass," he offers, deciding to annoy her a bit before his eyes move to assess shadowing witch. He looks nervous. Interesting -- most of the mutts are tripping over themselves to project authority. This one smells different.[break][break] The council gives their little ceremonious opening speech, and Dmitri swivels his head gently, almost lazily, to Miette.[break][break] He meets the cold pale eyes, much like his own, and doesn't look away until the man finishes his intro. A cheery, bald-faced lie. Not bad at all. [break][break] He offers the witch a small, customary nod and turns to the council more generally.[break][break] "I, Dmitri Wisbane, affirm and attest to those truths."[break][break] His voice is a bit of a drawl, but he's not sure if they're expecting him to be on his best behaviour. Given the stunt the assholes pulled on him during the last vote, he's not in the best mood. It takes two to play games.[break][break] The mechanics of the lie he's just told? He doesn't even register it. [break][break] He watches Miette for another second -- he seems calm, collected.[break][break] Aiden Emerson doesn't --- unfortunate, but sometimes it can't be helped. Honestly, he's a little embarrassed for the kid. And for Cass. She couldn't find another one?

She would've thought long and hard before replying Perhaps. Time will tell. [break][break] The newly elected Cerberus leader from non-nobility, the first of their kind. At the time, the heavy weight of her expectations nearly broke her spirit. But now? Cassidy walks into The Great Hall like it's her territory, a sight so familiar that she no longer saw luster in its golden lined halls. [break][break] As she leads her apprentice through the tall wooden doors, she wonders if Aiden felt the same soaring awe that she did her first time. He was a promising initiate, with a complex past, and he was not like most--Aiden came from the slums, and lacked the starry-eyed ambition that many Cerberus witches came in with. Instead, there is a solidness and quiet confidence to his actions, something that Cass saw potential in. She'd keep an eye on him. [break][break] They had arrived slightly early. Surprisingly, Dmitri was already sitting with his apprentice. Today he's splayed out like a cat, lounging on the seats carved from marble. Such nonchalance often did not bode well in The Great Hall, but by now, most of the council has reluctantly tolerated it. Dmitri had also recently been rejected for his casino proposal, which Cass herself had voted against, and he acted like didn't have a care in a world. And maybe he didn't. [break][break] "Wisbane." She replies, her voice slightly annoyed at the informality. She couldn't roll her eyes harder. Passing him, Cass seats herself next to Pegasus's spot on the council, which is unsurprisingly empty today. Cain is probably on another expedition, and he has not bothered to send a replacement. [break][break] After council meeting formalities, Dmitri's apprentice is up first. Cool and refined, she nods as Finch introduces himself. He was cordial, and his movements were well rehearsed. When Dmitri speaks though, his drawl made his contempt very evident. [break][break] Perhaps he was upset about the casino proposal after all. Childish, as per usual. [break][break] When it's Cerberus's turn to speak, Aiden stands, slightly nervous. He stumbles at first, but he is quick to collect himself, and introduces his rank and role like any Cerberus witch. Cass gives him an encouraging nod after, and raises her hand slightly for the council's attention attention. [break][break] "Aiden recently embarked on an expedition to survey the ruins in Goreal Forest. He has proven to be reliable and just. Please welcome him." [break][break] Indeed, two can play at this game. If Dmitri wanted so badly to show his fangs, then Cass was more than happy to put him in his place.

Some offer smiles to the young witches, though most of those are directed to the Cerberus knight and not the Sybarite. [break][break] It has little to do with Miette and more to do with Sybaris in general -- the council room seems a little off-put, as ever, by Dmitri's presence, by the concept of snakes in the den.[break][break] "Then, today's case. We will have a brief interlude to get everyone's files ready..." [break][break] A brief wave of the hand from a hooded woman and a small enchantment comes to life at the center of the circle, and a familiar face appears, as though on a hologram. [break][break] "High Priestess Krost," the woman greets. [break][break] "Uh...." The hologram of Penelope's face says, squinting as though adjusting to the spell that must be casting her image here. "This is weird..." [break][break] Some nervous shuffles from the other council members, some whispering. [break][break] Penelope seems to be....controversial? [break][break] Decorum, if there was any, is broken. Many of the council members begin turning to talk to each other, the meeting takes on a brief and informal interlude.[break][break] "Didn't you injure some children with a sledding fiasco, Priestess?" someone asks. [break][break] Another waves their hand. [break][break] "She's still a child, and it wasn't a big deal..."[break][break] "Please, did we even authorize her familiar to be out and about? Inside the city?"[break][break] "Long time no see, Princess."[break][break] "Actually, I'm not a---"[break][break] "Where is her grandmother?"[break][break] "I heard someone broke their arm..."[break][break] "This isn't about the sledding incident, everyone. We're talking about the archives here."[break][break] "I think it's relevant to mention..."[break][break] Well, you know what they say. Miette's dark lashes lower at the buzz of complaints Penelope's appearance garners, for they do ring a bit similar to scoldings he's received in his own youth. Of course, grandiose shows of prodigious power were far different from swiping things he shouldn't and stabbing people he shouldn't, but...still. He'll chance speaking up, in her defense, simply because it's all a little annoying to hear:
"Well I," he begins, like someone asked him to speak, "was fortunate enough to actually be at that sledding event. It was a little extreme...but hardly dangerous. After all:
Lady Krost placed a charm over the snow, to cushion any unfortunate falls."
That's delivered with cool confidence, but he is of Sybaris, and it's doubtful his word alone will sway the whiners.
Therefore, Miette looks to aiden emerson . The one Cassidy Wolfe has high hopes for.
"Isn't that right, Emerson? You were there too..."
He doesn't feel apologetic for dragging them into it either. Miette's sporting a half-smile. Almost a smirk.

It doesn’t take a genius to tell that the meeting is already starting out a little tense, and it’s not just his nerves. There’s an edge that’s clear as day with how his coven leader addressed the smarmy blonde in charge of Sybaris. It doesn’t look like Ms. Wolfe likes him. He managed a small nod back after she vouched for him before attempting to get comfortable in the stone chair. The conversation around him became dull noise, and he only perked up when he heard the High Priestess speak. Having actually met her, even briefly, he identified more with her and therefore cared more. Besides she was around the same age as him. She didn’t seem like the type to look down on others.
The same cannot be said for the council. Once again, he felt the stirrings of disgust in the pit of his stomach and looked down in an attempt to hide whatever grimace he may have started sporting. Miette spoke up, and Aiden’s interest is pulled once more. He nodded along before freezing up on the spot as Miette tagged him in. Eyes wide for a moment, until McKenna prodded him, he coughed out a quick. “Y-Yuh.” Before clearing his throat.
Looking directly at Miette, it’s easier to focus his attention on the familiar. There’s almost too long of a pause before he raised his voice and turned to Penelope. McKenna supplied the words, and he began to copy them until his own thoughts surfaced and took over the conversation. “Thank you, Mr. Finch. I did not have the chance to give my thanks to the High Priestess for allowing my cousin mitra van laar , and I to oversee the safety of this event.” He flashed a genuine smile to the witch, a duller version of the adrenaline junkie grin of that day. “Cerberus is always willing to serve. We are happy to have facilitated bring such wonderful cultural event to Delphi’s citizens.” He added. “And we look forward to future collaborations with the representative of Pythia for more events to showcase the kingdom’s cultural heritage.” McKenna gave his brain the equivalent of a head pat and a hair ruffle for coming up with that on the fly. Maybe the papers he was being tasked with in school were actually worth something.

His eyes turn to Cass for the briefest of seconds -- a quizzical expression shared between then, a few words of silent conversation. But then the moment passes. He suppresses a smile-- what on earth are the initiates these days up to? [break][break] The assholes at the New Dawn had preoccupied him for long enough that the entire Solstice had been soiled for him. Well, that was a lie. He hated the Solstice to begin with, but that was for an entirely different reason. He wonders briefly exactly what the High priestess had done. What she was capable of...[break][break]
He turns to Miette, head resting on his palms, lazily raised eyebrow. [break][break]
"She enchanted an entire mountain for a...sledding...event?" [break][break]
Honestly, that sounded pretty exciting, if only because of the crying and whining it would have no doubt caused in the council and the other pretentious little conservatives. He's able to piece the picture together based mostly on little snippets of conversation, but he's interested in the whole story. [break][break]
Dmitri also didn't miss the flash of surprise on Penelope's face when Aiden spoke. Another audacious lie, then. Or maybe she's surprised that he's owning up to a real responsibility? He isn't sure, but he is enjoying the confusion it seems to generate across the room. It's a little more entertaining than most meetings he's been to -- all the other ones have involved him trying, to various degrees of success, to provoke Cass out of boredom.[break][break]
And then the meeting leader, an old hag with stern eyes, waves her hand and summons small informational interfaces before the meeting attendees. [break][break] Ah, yes. The actual agenda...[break][break]

She quirks an eyebrow from him, a request for an explanation that he will probably ignore. She folds her hands in front of her, posture straight, a contrast to Dmitri's casualness. [break][break]
After Miette speaks, she looks up to meet Dmitri's gaze, a silent exchange that included, What the hell are these initiates saying? Because despite her annoyance with Dmitri, they were united in the very least, by their apprentice's wild claims. [break][break]
Cass had initially written off the sledding event as a fun activity for some initiates, not the chaos that ensued after. Both Miette and Aiden's responses surprised her, collaborating on a story that was somewhat exaggerated, because all the witches knew that Cerberus was not as involved as Aiden implies. At his revelation, Cass turns her head and pins him with a threatening gaze, because he should know not to lie about Cerberus involvement. [break][break]
The room descends into a chaotic mix of confusion and handwringing, because Aiden, whether intentionally or not, had just unveiled that Cerberus did not only officially volunteer for the sledding event (which caused injuries, mind you), but also facilitated it and practically pledged their allegiance to Pythia. Cass raises a hand over the murmurings of the council members, and waits until the room has quieted to speak. [break][break]
"What Aiden is trying to say is that he, alongside other Cerberus members, assisted High Priestess Penelope with the sledding event. We are grateful for their help, but Cerberus was not involved with the sledding event in an official capacity." [break][break]
She'll probably be hearing about this from Dmitri for a while, and she pointedly ignores his stare while the meeting leader summons the agenda. [break][break] This is a learning opportunity. She reminds herself, and prays that Aiden has caught on to the lesson.

That The Floating Archives has been supplied for decades with Delphian manpower and financial resources and would in the present moment not survive without them, [break][break]
That Pythian appointments are unilateral and undemocratic and thus inconsistent with Delphi's standards for good governance, [break][break] That 'having historically appointed their own chief commissioner' is no longer a good enough reason to continue do so, [break][break]
Recognizing that The Floating Archives are a territory of Delphi, [break][break]
Hence the seat of High Commissioner should come under the jurisdiction of the Council of Delphi and election processes. [break][break] The opposing facts are also laid out: [break][break] That Pythia alleges a historic claim to the library around which it is based, [break][break]
That the Krost family is responsible for the founding of the library and technically owns it, [break][break]
That the Archives may remain bound to the law of Delphi without having the chief librarian be appointed by the Council, [break][break]
Hence the seat of High Commissioner should remain an appointed position determined by the Krost family. [break][break]

He didn’t intend to make such a stir in the council room, his arm pits growing hotter by the second as more whispers echoed throughout the chamber. But the final nail in the coffin is when his Leader sent him a withering gaze and he had to fight his instinct to immediately look away. Perhaps he had overexaggerated his involvement. Really, it was by chance that mitra van laar and him had shown up to the hills. He’d gotten a good thrill of it, and the big dog had been really cute too. Still, at the very least some of the heat moved to him instead of the High Priestess and that’s about as good as he can manage.
The conversation continued and he found himself a little more confused than before. After all, it was sort of hard to care about something like this. He felt like pieces of the puzzle were missing. What did it benefit changing this? Once again, he found himself leaning towards the High Priestess in this situation. Pythia was more or less a small kingdom that was combating losing their cultural identity as it was. At least, that’s what heh ad been led to believe. Especially after the put together sledding event. He looked over at miette finch attempting to gage their thoughts.
He didn’t speak up so much as he attempted to speak with Cass on the matter. “What is the danger of appointing a Pythian Head Librarian if it’s still under Delphi jurisdiction?” he asked her, trying to keep his voice low. “Wouldn’t the result be the same as before, just with another layer of vetting from the Council?” The better question was Why Did They Care. But he couldn’t say that out loud. It just sounded lie ka change that was being made just to make it.

Dmitri speaks directly to him — to him, and were he several years younger he might've swooned. In a fan-boy sort of way, y'know. He doesn't care too much right now, outside of being sure the man sees his affirmative nod in response to the question ( it really wouldn't do to ignore his boss ), and...
And, it's taking real effort not to mimic Dmitri's casual attitude. Miette too, wishes he could pillow his cheek against his knuckles and lounge in this uncomfortable-silly marble chair, but he won't. He can't. After all: Dmitri has the clout to back up that stance; Miette doesn't.
Doesn't know if he ever will, in fact.
( Miyavi's hum is half-heatedly chastising at that. )
It's this lack of power that keeps him silent. Damming the flood of complaints was one thing — interrupting Official Politics with his own misguided opinions was another thing entirely. So, Miette does nothing more than lace his hands together and politely listen to everyone debate, even with Mivayi's ( forced, probably ) snoring coating his thoughts.
( He also throws a wink towards aiden emerson when he glances over. It's slow. A little exaggerated. Just something to do, really. )

Her anger fizzles out, now focused on the document presented before them. She has long become familiar with the legal jargon that comes with the election process, and thankfully Aiden doesn't need an explanation, and even offers some of his own thoughts on the matter. [break][break] She nods in approval, "You have a good point, but Delphi abides by an electoral process. The city's funding and budget is a product of democratically elected representatives, and it is not fair to give these resources to Pythia if they choose to remain a monarchy." [break][break] Cass explains with a barely held sigh, though this time it was not directed at Aiden. In her opinion, this bureaucratic process was a waste of her time, and she only participated in it due to the requirements of her position. Thinking about the political ramifications of such a small decision gave her a headache. Everyone knew what Delphi's end goal would be--annexation. But she does not see reason to disagree with the Council, and Pythia's recent decline may improve with the appointment of a new commissioner. [break][break] And so she plays along, raising her hand in affirmation. "I side with the council."

But then he thinks of Riley and supposes the silent types are far better. And he also guesses that it's the setting that playing a part: not everyone can let their voices carry in such a grand room without being a little apprehensive about the echo, so to speak. [break][break]
He turns to Aiden and raises an eyebrow -- he's got a point, if a little immature. And a decently articulated one at that. It's all incremental changes, all bureacracy, all why does this matter.[break][break]
He glances at Cass and thinks, vaguely, that she must be feeling the same way. It's been a while since they've formally caught up, but he can't imagine she's changed much. [break][break]
If anything, he's probably the one that's changed, at least in that regard. Dmitri doesn't actually mind the politics: he enjoys it, vaguely, like any other kind of power. It's all just a challenge to him, all just another fun uphill battle, as rare as those are becoming for him in this day and age. [break][break]
He reads the document, analyzes it, and stores his carefully construed answer in some depths of his mind. [break][break]
He chooses instead to say,[break][break]
"Fuck them, kid--" a wave of the hand, a no. "You have my vote."[break][break]
He smiles at Penelope and gives her a brief nod, an encouraging one, a nod that seeks to inflict the same curse of power and arrogance on the witch several years younger than he is.
