While witches with lost familiars are showered in newfound sympathy, humans, in their eyes, continue to be viewed with suspicion. Constant questioning over the past few months over their alleged "collaboration" with New Dawn terrorists has led to them growing weary. In some circles, Michael Pearson's return has made them hopeful.

But in others, not so much.

The growing tensions has led to humans, for the first time in history, creating a
self-governing zone in the heart of
Tartarus. The Human-led Autonomous Zone (or
HAZ), has been labelled by Cerberus as an open challenge to Delphi's social cohesion and possibly sovereignty. Mayor Pearson has considered it a "remarkable and unignorable plight of Delphi's often invisible underclass"

Currently, all police, Cerberus, and mafia-based operations have been halted, and witches in the zone are viewed with extreme prejudice. (Though, not always unwelcome. Some of the protestors, even, are witches. Many of them have recently lost their familiars.)

Overnight, humans began to blockade off sections of Tartarus, refusing the authority of the city, and have heavily armed themselves with weapons, potions, and others to secure the zone's borders. It occupies a significant residential area, one police precinct, and most notably an area just one block south of the Lamia Towers, encompassing the (somewhat) popular commercial destination, Thirteenth Street. Their demands are as follows:

- Banning employment discrimination based on magical status*
- Declaration of the Quetzalcoatl Truce as an unlawful labour practice**
- Release of all protestors detained at Lamia Towers protests
- Full transparency regarding hundreds of "missing" ex-members of the New Dawn, visitation rights for families of the detained
- Immunity for HAZ protestors

The following things happen, over the course of the zone's establishment and resolution (early to mid August). Feel free to pick any scenario, and create threads within the zone, or tangentially in response to the movement!

- Protestors occupy and force police to leave the precinct
There is a clash against witches near the Genevieve, declaring the mafia's extortion to be anti-human
Lawful residents of Tartarus often need Cerberus escorts to reach their own homes
Artists and volunteers are invited into the protest zone, creating murals, giving performances, help with gardens, etc.
Many clashes with the police will occur, involving water canons and various, dubiously lawful alchemical gases
Sybaris's Harpies spend an entire day "perched" on various window ledges from the Lamia Towers' south side and peering down, eating food, making a mockery of the protestors.
- Eventually, the Mayor declares the police's actions unlawful, and meet with the protestors to discuss demands (August 20th)

* Currently, it is perfectly legal to explicitly ban humans from certain job roles on grounds of "efficiency", and this is the case often even for jobs that could be reasonably performed by humans.

** The Quetzalcoatl Truce ensures mercenary work stays entirely within Sybaris. Though this is terrible for just about everyone outside the coven, it has also made it harder for humans in particular to find freelance/mercenary opportunities. At least witches, for example, have the option of joining Sybaris if they want the perks.

In general, coven responses are:

1. Cerberus — Mixed. Many idealists are sympathetic, but on some level, the coven is tired of being treated as a scapegoat for protest after protest, in addition to being worn thing with the recent deaths from the Calling. More than anything, it's become another routine added to the strained shoulders of Reserve personnel.[break][break]
2. Sybaris - Against/mixed. Sybaris considers the Truce to be above anything else, and in general has a dismissive stance toward human mercenaries as being "weaker."

3. Hydra - Intrigued/In support of. Though the coven itself is in massive disarray currently, many are likely to be intrigued by the zone, given that it is in opposition to Cerberus, Sybaris, and Order Itself. However, Hydra's history of using humans as pawns in its experiments doesn't exactly bode well for a reciprocal acceptance—but the growing political power of humans is something to keep an eye on.[break][break]
4. Pegasus - Neutral. As always. Pegasus is here only to supply medical relief and aid. In fact, the autonomous zone has been explicitly declared a Blue Wing zone—Pegasus witches are mandated to maintain neutrality, and cannot favor treatment of certain groups over others.
